Excerpt from Guitar World online magazine featuring Marty Friedman:

Before you play a single note I suggest that you listen to the recording
over and over until the groove is firmly planted in your head, then go 
for it, using the suggested strumming strokes indicated above the tablature.

In a lot of our tunes, Dave and I use the all-downstrokes strumming approach 
for a heavy, driving sound. This particular groove, however, is kind of funky,
and feels better using downstrokes on the first and third 16ths of each beat
and upstrokes on the second and fourth 16ths. Even though you're not hitting
every single 16th note in this riff, keeping your hand moving back and forth
over the strings like a pendulum will help you feel the groove better 
and make for a more natural strumming motion. Just make sure you don't 
inadvertently hit the strings when you're not supposed to! To play the 
sextuplet on beat 4 of bar 2, use alternating downstrokes and upstrokes
as indicated above the tablature.

This riff is deceptively difficult to nail so don't get frustrated if you 
can't get it right away. It took me a while to master it, so don't stress out!
Also, try to keep your picking hand and arm relaxed when strumming 
this groove-don't stiffen up or the riff will sound stiff.
